Opportunity Information: Apply for PAUPDFY21002
The Opportunity Grants Program is a U.S. Department of State grant opportunity administered by the Public Diplomacy Section of the Palestinian Affairs Unit (U.S. Mission to Jerusalem). It funds local, evidence-based projects in Jerusalem, the West Bank, and Gaza that strengthen American-Palestinian engagement while supporting the broader public diplomacy mission of encouraging a comprehensive, lasting, negotiated peace and contributing to a more prosperous, stable, and transparent Palestinian society, economy, and governance system. A core requirement is that each proposal includes a substantive American element, meaning the activities should involve meaningful connections to American people, institutions, ideas, practices, or expertise in a way that supports improved relations and practical cooperation.
The program is designed to partner with Palestinian non-profit organizations and with individuals who can carry out targeted activities aligned with the mission. Eligible applicants include Palestinian nonprofits that do not have U.S. IRS 501(c)(3) status (other than institutions of higher education) and individuals. The funding instrument is a discretionary grant, with an award ceiling of $24,999 per award. The opportunity anticipated a large number of relatively small awards, with an expected 120 grants, reflecting an intent to support many community-level initiatives rather than a few large projects. The Notice of Funding Opportunity was released on January 25, 2021, with an original closing date of May 16, 2021. The CFDA number associated with the program is 19.021.
Funded projects must advance at least one of the program objectives, which largely focus on skills development, economic opportunity, inclusive growth, and people-to-people ties with the United States. Priority themes include strengthening entrepreneurship, critical thinking, and problem-solving among youth, young professionals, and educators; improving student competitiveness for higher education and employment through practical skills such as soft skills, English, and technology; and supporting trade and economic growth by helping Palestinian businesses develop an outward orientation and integrate into global supply chains. Proposals can also focus on building awareness of shared U.S.-Palestinian economic interests, encouraging partnerships with Americans, and promoting adoption of U.S. business practices, especially inclusivity practices that expand participation for marginalized communities, youth, and women.
Another major focus is closing the gap between university education and labor market needs, particularly for private-sector and high-tech employment, through education, training, and vocational programming. The opportunity also includes specific pathways for media and digital engagement, such as supporting Palestinian social media activists and influencers to attend U.S.-based international social media conferences when they can clearly show how they will use those connections and lessons to deliver follow-on activities with measurable impact. Similarly, it supports emerging Palestinian media professionals to participate in the Salzburg Academy on Media and Global Change (scheduled for July/August 2021), including travel and/or tuition, provided applicants present a credible plan to share and apply what they learn within Palestinian communities.
Beyond economic and workforce aims, the program supports social development and mutual understanding initiatives. This includes gender advocacy, inclusivity, and empowerment efforts through training or awareness campaigns that advance gender equality and parity; arts collaborations between Palestinians and Americans intended to improve mutual understanding and promote tolerance and civil society through joint performances, exhibits, workshops, trainings, and creative projects; and exchanges of expertise in health, social, and environmental sciences, with an emphasis on serving marginalized communities and strengthening local leaders and organizations. Finally, projects may aim to increase understanding of U.S. policy, culture, society, institutions, and best practices across industry and civil society, reinforcing the public diplomacy goal of deeper, practical engagement between Palestinians and Americans.Apply for PAUPDFY21002
