In addition, the combined costs for consultant fees, facility leases, usage fees, and all other subcontract, sub-award, or purchase agreement arrangements cannot exceed one-half of the total award amount. In practical terms, this caps how much of the budget can be pushed to external partners and vendors and requires the small business to maintain substantial in-house responsibility for both the work and the spending.
